ERC decision · 2078The ERC order applies this schedule to electricity consumed from Mangsir 2078 and bills from Poush 2078, until a replacement tariff decision is issued.
Household VAT is 5% when monthly use exceeds 50 units, applied here to the minimum charge and energy charge above 50 units. Use up to 50 units is exempt. This rule took effect from Shrawan 1, 2083 (17 July 2026).

About this tool & FAQ
How this NEA electricity bill estimate works
Enter your total monthly units (kWh) and the ampere rating printed on your domestic single-phase meter. The estimator applies the Electricity Regulatory Commission’s published progressive energy slabs, adds the tariff’s monthly minimum charge for your meter and usage band, and shows each part of the calculation.
Published tariff source and effective date
The rate table follows the Electricity Regulatory Commission decision on NEA consumer tariffs, 2078. The order says its schedule applies to electricity consumed from Mangsir 2078 and bills issued from Poush 2078, until another tariff decision replaces it. NEA’s FY 2024/25 annual report also publishes the domestic single-phase schedule.
What is not included in the estimate
For domestic consumption above 50 units, the estimator adds 5% VAT using the household rule in the IRD Electricity Services VAT Collection Directive 2083. It applies VAT to the minimum charge and the energy charge for units above 50, while monthly use up to 50 units remains exempt. The current VAT treatment took effect from Shrawan 1, 2083 (17 July 2026). Payment-timing discounts, arrears, late fees and account-specific adjustments are not calculated, so the amount on an actual NEA bill may differ. Check your latest bill and IRD/NEA notices before payment.
How the domestic unit slabs work
Energy is priced progressively: units 1–20, 21–30, 31–50, 51–100, 101–250, then above 250 each use the rate for their own band. For a 5A meter, the first 20 units have no energy charge when monthly use is 20 units or less; if use exceeds 20 units, those first 20 are charged at Rs. 3 per unit. The minimum monthly charge depends on meter size and the total-use band.
A worked example for 105 units on a 15A meter
The ERC order illustrates the tariff arithmetic: Rs. 125 minimum charge + (20 × Rs. 4) + (10 × Rs. 6.50) + (20 × Rs. 8) + (50 × Rs. 9.50) + (5 × Rs. 9.50) = Rs. 952.50 before VAT or account adjustments. At 105 units, the estimator also adds 5% VAT to the minimum charge and energy charge above 50 units, in line with the current IRD electricity VAT directive.
Minimum charge and energy charge are separate parts
The monthly minimum charge changes at use thresholds and with ampere capacity. It is added to the progressive energy charge in the ERC order’s examples; it is not a per-unit rate. For example, at 15A the minimum charge is Rs. 50 up to 20 units, Rs. 75 for 21–50 units, Rs. 100 for 51–100 units, Rs. 125 for 101–250 units, and Rs. 175 above 250 units. A higher ampere connection can have a higher minimum charge even when usage is the same.
Use the consumption for the billing period
Use the unit quantity billed by NEA, usually the current meter reading minus the previous reading. If your bill covers an unusual number of days, units were estimated, or a meter was replaced, the invoice can differ from a standard monthly estimate. This calculator takes an integer number of kWh and does not infer consumption from appliance wattage or household size.
Which connections this estimator covers
This version covers the residential domestic single-phase low-voltage schedule for 5A, 15A, 30A and 60A meters. It does not calculate three-phase seasonal rates, demand charges, industrial or commercial voltage tiers, EV charging, community wholesale supply, or special customer categories. Use the meter’s printed capacity, not a guessed capacity based on the size of the house.
How VAT is added to a household electricity bill
Under the IRD Electricity Services VAT Collection Directive 2083, domestic household use up to 50 units per month is exempt. When use exceeds 50 units, the current 5% household VAT is applied to the monthly minimum charge and the energy charge for units above 50. The VAT provision took effect from Shrawan 1, 2083 (17 July 2026). The calculator shows this tax separately from the ERC base tariff.

FAQ
- Which meters does this estimator support?
- It supports domestic single-phase low-voltage 5A, 15A, 30A and 60A meters. It does not estimate three-phase, commercial, industrial, time-of-day or other special tariffs.
- Why is my NEA bill different from this estimate?
- The estimator adds household VAT under the current IRD rule. Your bill can still differ because of payment discounts, arrears, late fees, meter adjustments, a different billing period, rounding, or a later tariff or tax change.
- What is the effective date of the rates?
- The cited ERC order says the rates apply to Mangsir 2078 electricity consumption and Poush 2078 billing, and remain applicable until replaced by another ERC tariff decision.
- Are the unit rates flat or progressive?
- They are progressive. Each block of units is billed at its own rate, so the rate for the highest band is not applied to all units. The fixed minimum charge is then added according to the meter size and total-use band.
- How does the calculator handle VAT?
- For household use above 50 units, it adds 5% VAT to the minimum charge plus the energy charge for units above 50. Household use up to 50 units is exempt. The rule is based on the IRD Electricity Services VAT Collection Directive 2083, effective from 17 July 2026.
- Does this show the final amount I have to pay?
- No. It estimates the published base tariff and current household VAT. Early-payment discounts, arrears, late fees, meter adjustments and other account-specific items are excluded.
- What if my meter is three-phase or my connection is commercial?
- This version is limited to domestic single-phase 5A, 15A, 30A and 60A schedules. Three-phase, seasonal, demand-based, commercial, industrial and EV charging schedules need separate inputs and tariff tables.
